Construction of the living quarters for the German Brigade’s military personnel has been completed at the Rūdninkai Training Area. Marking a milestone result for Phase 1, a symbolic oak alley was planted today alongside the brand-new accommodation blocks.
“The largest military infrastructure project in Lithuania’s history is progressing at an exemplary speed. Phase 1 of the construction at the Rūdninkai Military Campus is nearing completion, with the living quarters for the German Brigade just finished. The stationing of the Brigade in our country has gathered momentum, as infrastructure is developed consistently—not just for troop housing, but also for military service, training, equipment maintenance, and the overall full-fledged functioning of the German Brigade on the ground in Lithuania,” says Minister of National Defence Robertas Kaunas.
The newly completed buildings will accommodate up to 600 military personnel. Currently, the premises are being furnished, and equipment and furniture are being installed. The next steps will involve setting up IT and electronic security systems before the finished housing blocks are officially handed over to the German Brigade.
Phase 1 approaches completion
Phase 1 of the construction at the Rūdninkai Military Campus involves 18 buildings of various designations. In addition to the residential premises, the site includes administrative buildings, a mess hall, equipment maintenance and housing infrastructure, warehouses, garages, campus armories, and other facilities.
“Lithuania is building barracks for our troops at lightning speed. These will be the most cutting-edge barracks the Bundeswehr has ever had. We view this as a clear signal of Lithuanian hospitality and a strong testament to our partnership. Thank you for providing such excellent motivation for our troops! Our joint Lithuanian-German project enhances the security of both our countries and the entire NATO alliance. Stationing the Brigade in Lithuania serves our own national interest. This is exactly what our Chancellor, Friedrich Merz, meant when he stated at the inauguration: ‘Your security is our security. Protecting Vilnius is protecting Berlin,’” said the German Ambassador to Lithuania, Dr. Cornelius Zimmermann.
The total value of the works covered in Phase 1 amounts to approximately 127 million Euros, including VAT. The construction is being carried out by the Lithuanian company EIKA Construction.
“Today, we can speak about results rather than promises: the housing blocks for military personnel at Rūdninkai are complete. Phase 1 of construction at the training area is on the home stretch as well. All of our commitments will be delivered ahead of schedule, with the major part of the work completed by the end of this year,” said Almantas Čebanauskas, CEO of EIKA Construction.
Phase 2 also underway
Works on Phase 2 of the Rūdninkai Military Campus are gaining momentum too. This phase involves developing the remaining necessary infrastructure across a 170-hectare area, including additional residential buildings, headquarters, and training facilities required for stationing the German Brigade. Phase 2 is being implemented through a Public-Private Partnership (PPP), following contracts that entered into force in the summer of 2026.
The Rūdninkai Military Campus is designed to become the home base for the German Brigade stationed at Rūdninkai. The infrastructure will remain the property of the Republic of Lithuania. The project’s ultimate goal is to enable the German Brigade in Lithuania to reach Full Operational Capability by the end of 2027.
The infrastructure development at Rūdninkai is part of a broader bilateral agreement between Lithuania and Germany regarding the deployment of the brigade. Once Full Operational Capability is achieved by the end of 2027, approximately 5,000 German military and civilian personnel are expected to live and serve in Lithuania.
