The Ministry of National Defence, with the aim of ensuring the fulfilment of the international commitments of the Republic of Lithuania, develops and implements arms control policy and coordinates and implements confidence- and security-building measures in Lithuania and abroad. This work is carried out in accordance with international arms control agreements and treaties:
1. Confidence- and Security-Building Measures under the 2011 Vienna Document
Lithuania consistently implements the provisions of the 2011 Vienna Document, which aim to increase the level of military transparency and confidence in Europe.
Exchange of military information. Military information is exchanged annually with OSCE participating States in accordance with established formats.
Prior notification of military activities. Each year, Lithuania declares the largest planned military activity (exercise) to be conducted in Lithuania and invites military observers from neighbouring non-NATO countries to attend.
Hosting foreign inspectors. Lithuania hosts arms control inspectors from foreign countries for inspections of specified areas (up to three times per year) and evaluation visits to units of the Lithuanian Armed Forces (once per year).
Activities of Lithuanian inspectors abroad. Lithuanian arms control inspectors conduct inspections of specified areas and evaluation visits in other countries, visit air bases and military units, participate in presentations of new military equipment, and observe large-scale military activities.
2. Implementation of the Treaty on Open Skies
Lithuania participates in the Treaty on Open Skies mechanism, which contributes to international security and transparency.
Hosting observation flights. Lithuania hosts up to four observation flights conducted by other States each year.
Participation in flights abroad. Lithuanian representatives participate in observation flights organised by other States over foreign territories.
