A strategic infrastructure project is under construction in Rukla—the “Upper Neris Terrace,” a modern military campus designed for 1,000 soldiers of the “Iron Wolf” Infantry Brigade and 2,000 NATO troops. The complex will feature administrative buildings, residential facilities, logistics support infrastructure, sports and training spaces, a medical post, a canteen, leisure areas, and all necessary engineering infrastructure. Construction will run until 2030, with a total budget of around 300 million euros. Lithuania shares the costs equally (50/50) with Germany.
In mid-2025, the Lower Terrace was completed in Rukla—a Germany-funded permanent logistics support base intended for the storage and maintenance of allied equipment.
