On September 21 fighter aircraft conducting the NATO Air Policing Mission in the Baltic states intercepted one IL-20 flying from mainland Russia to Kaliningrad, and two SU-27 that came to meet it mid-air from Kaliningrad. The IL-20 had a flight plan, its onboard transponder was off, the crew maintained radio communication with the regional air traffic control centre. Neither of the SU-27 had flight plans, their onboard transponders were off, the crews did not maintain radio communication with the regional air traffic control centre.
On September 22 NATO fighter aircraft intercepted one IL- 20 and two SU-27s escorting it from Kaliningrad into the international airspace and back to Kaliningrad. None of the aircraft had flight plans, their onboard transponders were off, the crews did not maintain radio communication with the regional air traffic control centre.
