Infrastructure Development

The largest military infrastructure project in the history of independent Lithuania will occupy 190 hectares and will become the service location for 5,000 soldiers and civilians of the German brigade. The project is split into two phases.

• The first phase has been carried out via traditional procurement since August 2024. As contractors are executing the work faster than planned, completion is intended by the end of 2026. Administrative buildings, vehicle maintenance facilities, dormitories, a canteen, a fueling and washing station, and warehouses are being built, alongside the installation of engineering networks.
• The second phase, aimed at reducing risks, is divided into three parts and executed via a public-private partnership (PPP). The tender was announced in March 2025; contracts were signed at the beginning of 2026, and works are commencing in the middle of the year. Residential buildings, headquarters, and training facilities with simulation systems will be constructed. State commitments total 1.8 billion euros including VAT, which encompasses 12.5 years of maintenance. The European Investment Bank provided a 540 million euro loan.

Critical infrastructure is planned for completion by the end of 2027. All infrastructure will remain the property of Lithuania.

A new military campus is planned in the Klaipėda district via a public-private partnership, dedicated to the "Žemaitija" Motorized Infantry Brigade and mandatory military service conscripts.

The project will span an area of 80 hectares and house around 1,500 Lithuanian Armed Forces soldiers. State investment stands at approximately 520 million euros including VAT, which includes 12 years of maintenance and services.

A strategic infrastructure project is under construction in Rukla—the "Upper Neris Terrace," a modern military campus designed for 1,000 soldiers of the "Iron Wolf" Infantry Brigade and 2,000 NATO troops. The complex will feature administrative buildings, residential facilities, logistics support infrastructure, sports and training spaces, a medical post, a canteen, leisure areas, and all necessary engineering infrastructure. Construction will run until 2030, with a total budget of around 300 million euros. Lithuania shares the costs equally (50/50) with Germany.

In mid-2025, the Lower Terrace was completed in Rukla—a Germany-funded permanent logistics support base intended for the storage and maintenance of allied equipment.

Investments of 300 million euros are planned by 2030 to modernize the base, including runway upgrades, new hangars, and logistics infrastructure.

With the newly established Kapčiamiestis training ground in 2026, there are now 10 active military training grounds in Lithuania. Modern shooting range complexes with simulation training systems are being developed within them.

Over a 10-year period, 1,1 billion euros have been allocated to counter-mobility projects. Along the borders with Russia and Belarus, 27 engineering equipment parks with fortification measures have been established. The Baltic Defense Line project is being implemented jointly with Latvia and Estonia.

More than 20 military mobility infrastructure projects valued at 4 billion euros have been identified. Priority is given to road and rail infrastructure, including the "Via Baltica" project and railway branch lines to military facilities.

Over 18 million euros are being invested into a network of military fueling stations. The newly designed infrastructure deploys modern filling stations featuring integrated fuel storage facilities and specialized washing stations for military transport.

• Host nation support infrastructure in Pabradė, designed for the reception, deployment, and movement of allied forces.
• Lower Neris Terrace in Rukla—a logistics yard.
• Anti-tank weaponry shooting range complex in Rūdninkai.
• Completed construction of JLTV garages in Rukla.

• Reconstruction of aprons at the Air Force Aviation Base in Šiauliai.

• Full renewal of runways and taxiways in Šiauliai.
