Pursuant to the Law on the Organization of the National Defence System and Military Service of the Republic of Lithuania, one of the tasks of the Ministry of National Defence is “to administer the activities of the intelligence institutions of national defence system in accordance with the procedures established by legal acts in the fields of ensuring national security”.

Second investigation Department under MND (hereinafter – AOTD) is the institution of the national defence system (hereinafter – NDS) that is subordinate to the Minister of National Defence, conducts intelligence and counter-intelligence in the fields of defence, military-political, military-economic, military-technological, and military-information, as well as in the field of activities of NDS institutions abroad, and in the field of protection of information constituting state and service secrets of NDS institutions.
The main goal of the activities of intelligence institutions is to strengthen the national security of the Republic of Lithuania by collecting information about risk factors, dangers and threats, providing it to institutions ensuring national security, and eliminating these risk factors, dangers, and threats.

The Defence Intelligence and Security Service of Lithuania is implementing the AOTD Activity Strategy for 2026-2030, approved by the State Defence Council. The progress in the implementation of the strategy aligns with the set goals.

The goal of intelligence conducted by the AOTD is to ensure and strengthen the country’s defensive potential and military security. To this end, the AOTD collects information, analyses it, prepares and provides intelligence assessments. In the field of counter-intelligence, the AOTD seeks to identify and prevent threats to the country’s defence and the NDS. Accordingly, both active and passive counter-intelligence measures are applied to fulfil this task.
