Stationing of the Brigade is going according to the schedule, say representatives of Lithuania and Germany
Representatives of Lithuania and Germany confirmed that the process of stationing the German Brigade in Lithuania is being conducted smoothly. Attending the ninth meeting of the Lithuanian-German Working Group, the German side underscored the progress made on swiftly developing the military infrastructure in Lithuania and the good conditions the country offered for the German military personnel. Germany is committee to fully station a combat-ready brigade to Lithuania by the end of 2027, in its turn, the host nation is committed to develop all the necessary conditions.
In a discussion about the progress made and implementation of commitment, two representatives of the Ministry of National Defence were recognized for their significant personal contribution to the process. Director General for Strategy and Operations at the German Ministry of Defence Lt Gen Gunter Schneider presented medals to the Director of the Logistics Department Lt Col Remigijus Mika and Senior Advisor to the International Relations and Operations Group Gabija Damalakaitė. The bilateral mission-oriented effort is bringing results: the Brigade stationing has transgressed from design phase to actual physical structure.
On April 1 the 45th German Brigade entered full headquarters capability and started operating in Lithuania based in Nemenčinė. The initial command element was reorganized to the effect of more personnel and coverage across all functional areas. Separate Brigade units were integrated into a unified 45th Brigade with official brigade insignia assigned to Lithuania.
The Brigade will be eventually permanently stationed in the Rūdninkai Training Area, while currently the German contingent of civilians and military personnel to form up to a Brigade is consistently increasing: 4800 troops and 200 civilian personnel will arrive in Lithuania by the end of 2027. Also, the NATO Multinational Battlegroup currently based in Rukla will integrate into the German Brigade by 2026 to become its organic part.
Lithuania is intensely developing military infrastructure to back up the implementation of those plans. The Rūdninkai Training Area is in intense development: sanitary networks are built, foundations of future buildings are laid. The first phase of Rūdninkai Campus construction will provide part of the infrastructure needed for stationing a part of the German Brigade ahead of full completion of the Campus.
The Ministry of National defence opened an invitation to bid for development and service contracts by means of public-private partnership. Business has time for biding until the end of this month while architectural and engineer design, construction work and 12.5-year maintenance period.
Additional roads are built to ensure an effective communication and logistical supply system at the Rūdninkai Training Area, while the railway track is planned to be extended to span the length from Jašiūnai to the campus so that the German military personnel can reach their service location by speed train.
Also, modern firing range network with full supply infrastructure are developed in the future campus area. Four sets of firing ranges are planned to be completed by the end of the year and another multifunctional firing range with logistical infrastructure – by the end of 2026.
Infrastructure development is also underway in other sites besides Rūdninkai. The Permanent Logistics Support Area in Rukla has already been completed and there are ongoing upper Neris Terrace development design. There are projects in other parts of Lithuania too to ensure a clockwork deployment of the Brigade and reaching Full Operational Capability.
Civilian services are worked on extensively side by side with the military infrastructure projects. Flights between Lithuania and Germany are optimized, Lithuanian and English courses are conducted for the German military families. German kindergartens and schools are gearing up to unveiling this fall in Vilnius and Kaunas.
This historical project of partnership is unfolding thanks to the joint strategic agreement, the Joint Roadmap Action Plan signed by the German and Lithuanian Ministers of Defence in Vilnius on 18 of December, 2023, firmly paving the way for stationing the German Brigade in Lithuania.
