Lithuania’s national security directly and indirectly depends on global and regional processes, especially those taking place in Europe’s neighbourhood. Cooperation with partner countries outside NATO and the EU is important for achieving peace, security, and stability in the region.
The main goals of cooperation with partner countries outside NATO and the EU are:
- A peaceful, stable, and predictable neighbourhood. We seek stability and openness in bilateral relations with neighbouring countries, which have a direct impact on Lithuania’s security. We are interested in ensuring that the actions of neighbouring countries, especially their security and defence policy, are transparent and predictable. Openness and confidence-building help reduce tensions and prevent potential threats.
- The development of the European and Euro-Atlantic space. NATO and EU cooperation with partner countries seeking membership in them is an important interest of Lithuania. The dissemination of European and Euro-Atlantic policy aims at the modernization of partner states, their prosperity, conflict prevention, and the creation of a peaceful neighbourhood.
- Dissemination of the principles of peace, stability, and transparency. Armed and frozen conflicts, power and security vacuums, or various types of disagreements even in remote regions far from Lithuania affect the security of Lithuania and its allies. Ensuring of peace and stability and dissemination of the principles of transparency are aims to prevent military and hybrid threats, as well as incitement of instability or internal crises.
The Ministry of National Defence develops military cooperation with NATO and EU partner states. The main attention is paid to the three countries of the Eastern Partnership of the EU – Ukraine, Georgia, and Moldova, and cooperation is also being carried out with other countries of South Caucasus – Armenia and Azerbaijan.
Military cooperation with Southeast Asian and Oceanian countries – South Korea, Japan, Singapore, and Australia is being strengthened. Relations with the Israeli Defense Forces are maintained. Military cooperation contacts have been established with China and Kazakhstan.
Regular contacts were maintained with the Ministry of Defense of Belarus until 2020. Representatives of the Belarus military forces have participated in foreign language, medical, and environmental training organized in Lithuania. In response to the crackdown on peaceful opposition demonstrators by Belarus security forces in 2020 and the constant aggressive rhetoric of state structures, military cooperation has been completely suspended. Only the implementation of verification measures aimed at ensuring security and confidence is maintained.
Lithuania consistently developed a bilateral dialogue with Russia and participated in multilateral cooperation initiatives until 2014. In accordance with the decision of NATO foreign ministers of 01 April 2014, which was a response to the Russian aggression against Ukraine, military cooperation with Russia has been suspended completely.
