Joint Control and Reporting Centre in Karmėlava passed under the command of a Lithuanian officer

On April 30 a change of command ceremony took place at the Joint Control and Reporting Centre (RCR) in Karmėlava. After a three-year term Lieutenant Colonel Fredi Karu (Estonian Air Force) was replaced by Major Povilas Cicėnas (Lithuanian Air Force).

 

The rotation of command ceremony was attended by Commander of the Lithuanian Air Force Major General Edvardas Mažeikis, Commander of the Latvian Air Force Colonel Aivars Mežors, and unit commanders.

On April 30 P32 “Sėlis” patrol vessel of the Lithuanian Navy and Mi-8 helicopter of the Lithuanian Air Force attend NATO Search and Rescue (SAR) exercise “Dynamic Mercy 2013” in the central part of the Baltic Sea. The Maritime Rescue Coordination Centre of the Lithuanian Navy is also involved in the exercise.

 

5 aircraft, 7 ships and military personnel of Latvian, Lithuanian, Estonian and Swedish naval, air and joint rescue coordination centres also train in the one-day exercise.

On May 1 Lithuania celebrates its 9th anniversary as a member of the European Union. Within less than two months Lithuania will for the first time in its history host the six month-Presidency of one of the three EU's main decision making institutions – the Council of the European Union.

 

“We see the EU Presidency not only as a responsibility common to all the EU member states to make their input into the EU legislative process but also as an extraordinary opportunity to contribute to the creation of an open and secure Europe”, Minister of National Defence Juozas Olekas said on the occasion of the 9th anniversary of Lithuania’s EU membership.

Denmark’s Air Contingent replaced by France’s air capabilities on the Baltic Air policing mission

On April 30 France undertook ensuring security of Lithuania, Latvia’s and Estonia’s airspace via the NATO Air Policing mission. A French Air Contingent has officially taken over the Baltic Air Policing mission from the Royal Danish Air Force (Dan. Flyvevåbnet) at a rotation ceremony at the Air Base of the Lithuanian Air Force in Šiauliai.

 

“It has been nearly a decade of NATO’s air capabilities patrolling the Baltic skies. It is really a special feeling to know that you are a part of a big family and you are not on your own out there. Those who have been subject to grave difficulties in their national histories particularly appreciate it,” Vice Minister of National Defence Marijus Velička said in a welcome address to the French air personnel to carry out NATO’s Air Policing mission for the fourth time.

Lithuania is increasing its contribution to the European Union-led operations by deploying an Autonomous Vessel Protection Detachment (AVPD) to the European Union Naval Force (EU NAVFOR) Somalia – Operation ATALANTA off the Somali coast as of the second semester of 2013. The Lithuanian AVPD will be protecting a World Food Program (WFP) chartered ship delivering humanitarian aid to various ports in Somalia.

 

The AVPD will be 16-strong manned mainly by the Lithuanian Grand Duke Algirdas Mechanised Infantry Battalion. Captain Aivaras Pliatkus (Lithuanian Grand Duke Algirdas Mechanised Infantry Battalion) will be heading the AVPD throughout the rotation till the end of 2013. The Lithuanian unit will take over the task of protecting a WFP vessel from Finland.

Danish air contingent hand over Baltic air policing to French military

On April 30 France will take over NATO’s air policing tasks in Lithuania’s, Latvia’s and Estonia’s airspace. A French Air Contingent will officially take over the Baltic Air Policing mission from the Royal Danish Air Force (Dan. Flyvevåbnet) at a rotation ceremony at the Air Base of the Lithuanian Air Force in Šiauliai.

 

The ceremony will be conducted in attendance of Vice Minister of National Defence Marijus Velička, Commander of the Lithuanian Air Force Major General Edvardas Mažeikis, Deputy Commander of Air Defence and Air Operations for the French Air Force (Armée de l'Air - ALA) Major General Dominique de Longvilliers, Ambassadors of France in Estonia and Latvia HE Frédéric Billet and HE Stéphane Visconti respectively, representatives of the Embassies of Denmark and the U.S.A. in Lithuania and leadership of the municipality of Šiauliai and the administration of Šiauliai district.

Afghan National Army enhance capacity in southern districts of Ghor

On April 23 through 25 approximately 100 troops of the Afghan National Army (ANA) conducted a combined operation with military personnel of the Lithuanian-led Provincial Reconstruction Team of Ghor (PRT-16). The operation aimed at improving security situation in the southern district of Ghor province, Pasaband, via strengthening the units of the Afghan National Security Forces (ANSF) deployed there.

 

The district of Pasaband is located approximately 200 kilometres to the south of the capital of Ghor, Chaghcharan, and has a border with Helmand, one of the least safe provinces of Afghanistan, for which reason insurgent and criminal gangs’ activities are in Pasaband spotted more frequently than in other parts of Ghor. The Afghan National Police and an ANA military unit are ensuring security in the district.

Arms control specialists of Russia and Belarus will conduct an observation flight over Lithuania

On April 24 through 27 a group of arms control instructors of Russia and Belarus will conduct an observation flight over Lithuania’s territory in an An-30 B observation aircraft provided by the Russian Federation on the basis the Treaty on Open Skies.

 

Šiauliai Air Base of the Lithuanian Air Force will serve as the Open Skies airfield during the observation activities.

In line with the procedures stipulated by the Treaty a group of flight monitors from the Lithuanian Armed Forces will participate in the observation flight along with the inspectors of Russia and Belarus.

French air contingent will guard Baltic skies for the fourth time

On April 26 four “Mirage F-1 CR” fighter-jets of the French Air Force will land in the Air Base of the Lithuanian Air Force in Šiauliai to take over NATO’s Air Policing mission in the Baltic States.

 

The French air capabilities are deployed to police the airspace above Lithuania, Latvia and Estonia from Mont De Marsan Air Base of the French Air Force. With this rotation France will take part with its air assets and personnel in the Baltic Air Policing mission for the fourth time.

April 23, during his visit in Luxemburg Minister of National Defence Juozas Olekas met with Defence Minister of Sweden Karin Enström.

 

At the meeting J. Olekas expressed his delight about the progress made in the ongoing Nordic-Baltic cooperation and adressed possible joint participation in multinational operations and missions.
