Agreement on classified information signed between Lithuania and France




Joint security agreement on exchange and protection of classified information will be signed during a ceremony at the Ministry of National Defence of Lithuania on June 26 between Governments of Lithuania and France. The agreement will be signed by the State Secretary of the Ministry of National Defence Jūratė Raguckienė on behalf of Lithuania, and by the Extraordinary and Plenipotentiary Ambassador to Lithuania François Laumonier on behalf of France.

The agreement is aimed at strengthening cooperation between Lithuanian and French institutions in the national security sector and at ensuring protection of the classified information exchanged by the countries.


The agreement determines fundamental notions, covers commitments of the parties and requirements of protecting classified information, regulates conditions of signing classified contracts, procedures of visitation, requirements of transferring classified information, guidelines of investigation of violations of information security mode, principles of sharing costs related to fulfilment of agreements, and other issues. The document was drafted regarding requirements of national law of both parties, legal documents of NATO and the EU regulating protection of classified information, and experience of both countries gained in making and fulfilling analogous agreements with other states.


Lithuania has signed analogous settlements with Germany, the United Kingdom, the Czech Republic, Latvia, Estonia, Bulgaria, Italy, Poland, Slovakia, Sweden, Ukraine, and Georgia (submitted for ratification).
