On October 30 arms control inspectors of Belarus are conducting an inspection of a selected area in Lithuania under the regulations of the Vienna Document 2011 of the Organisation for Security and Cooperation in Europe (OSCE). They will carry out a verification in the Motorised Infantry Brigade Griffin headquartered in Klaipėda.

They will be able to familiarise with its organisation, numbers of serving personnel, numbers , types, and examples of the main weaponry and equipment systems, and daily routines of the serving personnel wile visiting the Brigade’s units and communicating with soldiers.

The Belarussian arms control inspectors are visiting on the basis of the bilateral agreement on additional security and confidence-building measures. It foresees that both countries will annually exchange additional military information in a set format and will be able to conduct a verification visit in one military unit of choice.

The Vienna Document 2011 commits the signatory countries to conduct annual information exchange on their manpower, planned capability development and defence budgets on an annual basis, and to notify other Organisation for Security and Cooperation in Europe (OSCE) countries in advance of scheduled military activities. The states also commit to accept a designated number of inspections and evaluation visits by other member states’ military inspectors in military units in their territories.

Inspectors from the neighbouring country, along with a Russian representative, have already conducted a verification visit in Lithuania on the basis of the Vienna Document 2011 during Exercise Thunder Strike 2018 on June 12-13. Lithuanian military inspectors will carry out the visit according to the bilateral agreement in Belarus later this year.
