On November 6-12 NATO fighter aircraft conducting the Air Policing Mission in the Baltic states were scrambled six times to intercept military aircraft of the Russian Federation In international airspace over the Baltic Sea.

November 13, Lithuania affirmed the intent to join the Permanent Structured Cooperation (PESCO) in defence area at the European Union Foreign Affairs Council meeting in Brussels. Defence and Foreign Ministers of all 23 EU member states signed a joint notification on PESCO laying out additional countries‘ defence commitments. The EU is expected to decide officially on PESCO in December.

“The revised NATO Command Structure has to reflect the changed security situation in Europe: the Alliance has to be capable of a swift and robust response and of countering both, conventional and hybrid threats,” Minister of National Defence Raimundas Karoblis said on November 8 at the NATO Defence Ministers meeting in Brussels. The main session of the meeting addressed the revision of the NATO Command Structure among other issues.

On November 8-9 Minister of National Defence Raimundas Karoblis is taking part in the NATO Defence Ministers meeting in Brussels, Belgium. The Ministers will address strengthening of deterrence and defence of the Alliance, including development of necessary capabilities, strengthening of the NATO Command and Control Structure, NATO’s readiness to the challenges from the south, participation in the Resolute Support Mission in Afghanistan and global security challenges, such as the threat of North Korea. Minister R.Karoblis will be accompanied by Vice Minister Edvinas Kerza.

On November 6 Vice Minister of National Defence Edvinas Kerza discussed cooperation of Lithuania and Finland in cyber defence and the possibilities of strengthening European Union cyber defence at a meeting with Secretary at the Ministry of Defence of Finland Jukka Juusti in Helsinki.

“NATO enhanced Forward Presence is an effective deterrent that has reinforced the security along the eastern NATO borders at its core, however, with Russia showcasing conventional power increasingly more aggressively, we have to strengthen our collective defence capabilities, namely , to develop regional air defence, to strengthen maritime defence components, and to solve the logistical challenges quick movement of back-up forces into the region faces” Minister of National Defence Raimundas Karoblis stated on November 7 in Helsinki at the Northern Group Defence Ministers’ meeting. The Defence Ministers of Denmark, Norway, Sweden, Finland, Lithuania, Latvia, and Estonia and the Head of the Defence Department of the Ministry for Foreign Affairs of Iceland traditionally present at such meetings were joined by Secretary of Defence of the United States James Mattis to discuss the security in the region.

On November 7 Minister of National Defence Raimundas Karoblis met with Secretary of Defence of the United States James Mattis in Helsinki, Finland. He notified Defence Secretary J.Mattis on the decision of the MoD Defence Recourse Council to contact the U.S. Government regarding the possibility of buying Light Combat Tactical All-terrain Vehicles (L-ATV) manufactured by Oshkosh Defence. If the U.S. Government approves the request, Lithuania’s order will be delivered on together with orders of the United States and other countries’ armed forces. Cooperation with the U.S. Government would ensure Lithuania the best conditions for procurement and maintenance of the L-ATVs.

On November 6 Minister Raimundas Karoblis and Vice Minister Edvinas Kerza of National Defence depart for Helsinki to take part in the Nordic-Baltic Defence Ministers and the Northern Group meeting. The sessions are planned to address security in the region, the participants are expected to exchange data and insights on threats and potential joint measures to counter them.
