Minister of National Defence Juozas Olekas will take part in a ceremony of inaugurating the Lithuanian-Polish-Ukrainian Brigade HQ in Lublin

On January 25 Minister of National Defence Juozas Olekas, Minister of National Defence of Poland Antoni Macierewicz and Minister of Defence of Ukraine Army General Stepan Poltorak will inaugurate headquarters of the newly established joint Lithuanian-Polish-Ukrainian Brigade (LITPOLUKRBRIG).

 

The ceremony will officially mark that the LITPOLUKRBRIG HQ based in Lublin has achieved Initial Operational Capability, i.e. 90% of the staff personnel has already been composed, key documentation for the operation of the staff is in place, and the conditions for the staff and the brigade to operate are provided.

 

“LITPOLUKRBRIG will provide conditions for troops to work together in one staff, train in joint exercises, prepare for multinational missions and share experience thus strengthening the partnership between our countries and the interaction between our militaries. For the same reasons, the project enhances regional and wider international security,” Minister of National Defence Juozas Olekas said before leaving for Poland.

 

“I am certain that this project will not only help Ukraine train its military personnel in accordance with NATO standards, refine command and control procedures and participate in the cooperation in the region and the Euro-Atlantic area more actively, but will also give an opportunity for Lithuanian and Polish troops to learn from the valuable experience from their Ukrainian counterparts,” Minister J.Olekas said.

 

While on the visit in Ukraine Minister J.Olekas will attend a meeting of Defence Ministers of the three establishing nations of the LITPOLUKRBRIG Brigade. The ministers will discuss security situation in Ukraine, cooperative support to the security and defence reform of Ukraine, development of the LITPOLUKRBRIG project, etc.

 

J.Olekas will also meet with Minister of National Defence Antoni Macierewicz in a bilateral format in Poland to discuss security situation and deployment of allied forces in the region, preparations for the upcoming NATO Summit in Warsaw, and further security and defence bilateral and multilateral cooperation.

 

About LITPOLUKRBRIG

 

The Ministers of Defence of the stablishing countries endorsed the agreement on establishing the trilateral Lithuanian-Polish-Ukrainian Brigade (LITPOLUKRBRIG) in Warsaw on 19 September 2014.

 

The LITPOLUKRBRIG HQ has already reached Initial Operational Capability and began intense training for peacekeeping and crises response operations mandated by the United Nations Security Council. The LITPOLUKRBRIG has a year to get ready for its assessment and certification exercise Common Challenge due in the beginning of 2017.

 

The Brigade is formed following the model of multinational crisis response capabilities – European Union Battle Groups (EU BGs). The LITPOLUKRBRIG is made up of an international staff, three battalions and special-purpose units.

 

Lithuania, Poland and Ukraine will each assign an infantry battalion, and personnel for special-purpose units and the LITPOLUKRBRIG staff.

 

Representatives of Lithuania, Poland and Ukraine are assigned to the positions of LITPOLUKRBRIG commander, deputy commander and chief of staff on a rotating basis of three years.

 

The current LITPOLUKRBRIG commander is Brigadier General Adam Joks (Polish Armed Forces), second in command is Colonel (Ukrainian Army) Volodymir Yudanov, and Lieutenant Colonel (Lithuanian Armed Forces) Eligijus Senulis is the Chief of Staff of the LITPOLUKRBRIG.

 

The LITPOLUKRBRIG personnel will participate in joint training and exercises, the Brigade or its elements will be deployed to international operations mandated by the United Nations Security Council, while decision regarding deployment of the LITPOLUKRBRIG to international operations will be made by general consent of all the establishing countries.

 

The LITPOLUKRBRIG HQ is based in Lublin, Poland. Lithuania posted five soldiers to serve with the LITPOLUKRBRIG HQ on a permanent basis and will deploy additional military personnel during LITPOLUKRBRIG training and exercises.

 

The LITPOLUKRBRIG battalions are held on standby in their home countries, and deploy in composition of LITPOLUKRBRIG in case a decision is made to activate the Brigade or any of its elements.

 

The Lithuanian contribution to the LITPOLUKRBRIG is formed from the personnel of the Grand Duchess Birutė Uhlan Battalion. Personnel of the Battalion was also the source of the Lithuanian input into the joint Lithuanian-Polish Battalion LITPOLBAL in 1999–2008. The contemporary military unit formed cooperatively with a NATO ally enabled Lithuanian solders to adopt NATO military procedures, to prepared for NATO-led multinational operations as well as to get ready for integration into NATO’s military organisation.

 

As embedded in the LITPOLUKRBRIG establishing agreement, other nations will be able to join the unit at the invitation of the establishing nations.
