Preparations for one of the largest training events in the Baltics this year Sabre Strike 2013 nearly completed

On April 23 a four-day Final Planning Conference (FPC) of the exercise Sabre Strike 2013 took off at the General Adolfas Ramanauskas Warfare Training Centre of the Lithuanian Armed Forces in Nemenčinė. Agreement of the documents related to the exercise planning will be finalised, preparatory work will be concluded and tasks distributed at the FPC to ensure a fluent kick-off of the exercise.

 

The FPC involves approximately 140 participants from the countries which will send military personnel to Sabre Strike 2013, including the U.S.A., the UK, Poland, Finland, Lithuania, Latvia, Estonia, etc.

On April 24 Minister of National Defence and representatives of the Government of Lithuania paid a visit to Brussels where the delegation of the Government of Lithuania attended meetings with representatives of the European Commission and the European Parliament and President of the European Council Herman Van Rompuy.

On April 23 Minister of National Defence Juozas Olekas, Latvian Minister of Defence Dr. Artis Pabriks, and Estonian Undersecretary for Defence Policy Sven Sakkov signed a European Defence Agency’s (EDA) joint procurement arrangement for different types of Carl Gustav recoilless anti-tank and multi-purpose ammunition. A project was launched in mid-March by the EDA in Brussels specifically for the contract.

 

The contract will be facilitated through the Agency’s Effective Procurement Methods (EPM) initiative to negotiate the most favourable conditions for acquisition for the Baltic States.

On April 22 and 23 Minister of National Defence Juozas Olekas addressed preparations for the European Council on defence and security to take place in December with his colleagues at a meeting of the EU Defence Ministers in Luxemburg.

 

In a discussion over the agenda of the upcoming European Council Minister Olekas underlined the energy efficiency dimension. According to the Minister, energy consumption has a big impact on defence costs and operational effectiveness. As the Lithuanian Defence Minister noted, for that reason one of Lithuania’s priorities of the EU Presidency was the inclusion of the energy security dimension into the EU Common Security and Defence Policy.

On April 22 through 23 Minister of National Defence Juozas Olekas will attend a meeting of the EU Defence Ministers in Luxemburg.

 

Minister Olekas and his EU counterparts will address the main points of the EU Common Security and Defence Policy (CSDP) and increasing its effectiveness in preparation for the strategic European Council-level discussion on defence issues due to take place this December during Lithuania’s term of the Presidency of the Council of the European Union.

On April 19 a formal deployment ceremony was held at the garden of Vytautas the Great War Museum in Kaunas for the final shift of Chaghcharan Provincial Reconstruction Team (PRT-17) which will conclude the Lithuanian-led mission in Ghor province of Afghanistan.

 

The ceremony began with a holly mass at the Church of St Michael the Archangel (Garrison) of Kaunas, then the PRT-17 marched down Laisvės Avenue to the garden of Vytautas the Great War Museum to the tunes of the Lithuanian Armed Forces Band and fell into a ceremonial formation.

On April 19 delegation led by Defence Minister of Armenia Seyran Ohanyan paid a visit to the General Jonas Žemaitis Military Academy and met with the command of the institution.

 

The guest Minister and his delegation were briefed on the structure, activity and study programmes of the Academy.

On April 19 a formal deployment ceremony will be held for the final shift of the Provincial Reconstruction Team (PRT-17) of Ghor province, Afghanistan, at the Church of St Michael the Archangel (Garrison) and the garden of Vytautas the Great War Museum in Kaunas.

 

The ceremony is expected to be attended by Minister of National Defence Juozas Olekas, Chief of Defence of Lithuania Lieutenant General Arvydas Pocius, commanders of the Lithuanian Armed Forces’ branches, Commander of the Mechanised Infantry Brigade Iron Wolf Colonel Valdemaras Rupšys, commanding personnel of military units, Mayor of Kaunas Mr Andrius Kupčinskas, the Ambassadors and the Defence Attachés of Japan, U.S.A. and Ukraine, countries contributing to the Lithuanian-led PRT in Ghor, in Lithuania, representatives of the administration of Kaunas, relatives of the deployed soldiers and other guests.

At a meeting with Commander Joint Force Command (JFC) Brunssum (the Netherlands) General Hans-Lothar Domröse on April 18 Chief of Defence of Lithuania Lieutenant General Arvydas Pocius and Minister of National Defence Juozas Olekas discussed multinational operations, exercises and points of regional cooperation.

 

The Minister of National Defence discussed with the high guest NATO’s role in Afghanistan after 2014 when the International Security Assistance Force (ISAF) operation is completed as well as multinational exercises scheduled for 2013 and NATO’s Air Policing mission in the Baltic States.

On April 18 Defence Minister of Armenia Seyran Ohanyan on a formal visit in Lithuania and Minister of National Defence Juozas Olekas discussed bilateral military cooperation and its perspectives, contribution to multinational operations, Armenia’s relations with the European Union and NATO, and exchanged views on the security situation in their respective regions.

 

“We have been cooperating with Armenia in defence sector for 11 years since signing a bilateral agreement. Lithuania has been and will be supporting Armenia’s efforts in reforming its armed forces and in bringing it closer to NATO’s standards through the Individual Partnership Action Plan (IPAP),” Minister of National Defence J. Olekas said.
