“Relations with the Eastern partners is not something that is very far from us, it is very close, it is a common agenda that unites our institutions””, said Politicy Director of the Ministry of National Defence Dr. Vaidotas Urbelis at the opening of an international seminar on the relations of the European Union and the Eastern Partnership (EaP) countries in Vilnius on February 28.

 

“It is a reality which is just 15 min drive from Vilnius”, the Defence Politicy Director said.

From February 25 to 28 certification exercise PRT-17 Challenge 2013 using the  Joint Conflict and Tactical Simulation System (JCATS) takes place at the General Adolfas Ramanauskas Warfare Training Centre in Nemenčinė (Vilnius Distr.). At the exercise the 17th shift of the Lithuanian-led Provincial Reconstruction Team (PRT-17) train operating in various situations on the ground in the province of Ghor, Afghanistan.

 

A week-long exercise is the conclusive phase of the round of training before deployment to the International Security assistance Force (ISAF) operation in Afghanistan, it will provide an evaluation of the PRT-17 training which has been conducted for over 6 months. The exercise certifies staff work of the PRT-17: operational planning, coherence among staff sections and information transmission to subdivisions, ability to respond to emerging situations, decision-making, capacity of personnel to interact with local population, and completion of other tasks.

On February 23 a formal ceremony was held in the provincial capital of Ghor, Chaghcharan, on the occasion of the Governor of Ghor, Sayed Anwar Rahmati’s announcement delivered to local population that the Afghan National Security Forces (ANSF) were taking over the security lead in four districts of the province of Ghor (Chahar Sadah, Lal Wa Sardjangal, Dowlat Yar and Chaghcharan) inhabited by approximately 80% of the population in the province. The remaining districts of Ghor are also drawn into the security transition process the final step of which will be implemented by the closure and withdrawal of the Lithuanian-led Provincial Reconstruction Team (PRT) from Ghor.

On February 21 NATO Defence Minister agreed during a ministerial meeting in Brussels that the lessons of interoperability learned in NATO’s operations in the recent years can be preserved through more ambitious goals of training and exercises.

 

“Military personnel of the Alliance acquired a unique experience of interoperability in the joint operations in Kosovo and Afghanistan. A periodical verification of these abilities through organisation of wide scope and varied scenarios-based exercises would not only allow to maintain the experience acquired but also to enhance NATO as a reliable and strong organisation”, Minister of National Defence Juozas Olekas said.

On February 22 Minister of National Defence Juozas Olekas took part in a session of the NATO-Ukraine Commission while attending the NATO Defence Minister meeting in Brussels. The Allied Defence Ministers welcomed Defence Minister of Ukraine Pavel Lebedev taking part in the NATO-Ukraine Commission’s session for the first time and discussed the most effective means of reinforcing Ukraine’s security reform.

On February 21 a formal homecoming ceremony for the 8th shift of the National Support Element (NSE-8) will take place at the Logistics Command of the Lithuanian Armed Forces. The NSE-8 was in charge of logistic provision of the Lithuanian military deployed to Afghanistan. The ceremony will be attended by Vice Minister of National Defence Marijus Velička, Chief of Defence of Lithuania Lieutenant General Arvydas Pocius, Chief of the Joint Headquarters Brigadier General Vilmantas Tamošaitis, Commander of the Logistics Command Colonel Sigitas Mundris, commanders of branches and subdivisions of the Lithuanian Armed Forces, families of the troops and other guests.

 

The 8th shift of the National Support Element was headed by Lieutenant Colonel Gintaras Gasys and included 21 servicemembers. They were deployed to Afghanistan in July 2012 and returned to Lithuania on 15 February 2013. At the homecoming ceremony National Defence System level decorations - medals and badges for Deployment on International Missions will be presented to the NSE-8 members.

Minister of National Defence Juozas Olekas and a delegation attend NATO’s Defence Ministers meeting in Brussels on February 21-22. The meeting concentrates on practical measures to implement the Defence Package adopted by the Chicago NATO Summit and two parts of the Package – the initiatives of Smart Defence and Connected Forces.

 

“Practical implementation of the Defence Package is vital for Lithuania as it covers not only the development of multilateral projects but also concrete capacity of NATO forces to act in concert, and visibility of the Alliance after the withdrawal from Afghanistan in 2014. Our aim is for NATO to maintain and continue developing linked forces which would be put to test annually in military exercises,” said Minister J.Olekas in advance of the meeting.

Minister of National Defence met with Ambassador of Italy

On February 19 Minister of National Defence Juozas Olekas met with Ambassador of Italy HE Renato Maria Ricci. The meeting officials discussed increasing defence cooperation and the possibilities of enhancing Italian-Lithuanian cooperation in the area of defence industry.

 

At the meeting the Minister and the Ambassador agreed to endorse in the nearest future a bilateral agreement on cooperation in defence acquisition which is currently being agreed. The draft agreement was proposed by the Italian side during the visit of Lieutenant General Claudio Debertolis, Director for National Armaments at the Ministry of Defence of Italy, in Vilnius. The agreement is to facilitate the possibilities to implement joint weaponry acquisitions.

Finland invited Lithuania to take part jointly in the EU Training Mission in Mali

Last week Finland formally invited Lithuania to join a Nordic military instructors’ team being formed for the European Union Training Mission in Mali (EUTM Mali). Lithuania, Latvia and Estonia have been invited to join the team formed in concert by Finland and Sweden.

 

Lithuania plans posting two instructors to the team. That would be the first direct involvement of Lithuania's military personnel in a mission conducted in the continent of Africa.
