Run-up to NATO exercise Steadfast Jazz 2013

On November 13 and 14 planning staff of the exercise Steadfast Jazz which will take place next autumn in several NATO member states, including the Baltic States, simultaneously is holding a meeting at the Joint Headquarters of the Lithuanian Armed Forces.

 

Steadfast Jazz 2013 will certify readiness level of contingents delegated by NATO member states to conduct standby in the NATO Response Force in 2014. Another exclusive feature of the exercise is that it will be conducted jointly with the Host Nation Support (HNS) in the Baltic States (training the capacity of the Baltic States to render HNS to the NATO allies) Baltic Host 2013. Certification of crisis response readiness exercise Steadfast Jazz 2013 of the NATO Response Force will exploit NATO Article 5 (collectives defence operations-related) operation scenario.

Political Directors of Lithuanian and Latvian Defence Ministries met in Panevėžys

On November 13 Political Director of the Ministry of National Defence Dr. Vaidotas Urbelis met with Political Director of the Latvian Ministry of Defence Jānis Garisons at the King Mindaugas Motorised Infantry Battalion in Panevėžys.

 

At the meeting Lithuanian and Latvian Political Directors addressed the present situation and future prospects of the Baltic States’ cooperation. The meeting representatives discussed the prospects of developing the Lithuanian-based Baltic Joint Control and Reporting Centre (BALTNET) integrated into NATO’s airspace surveillance system, and points of the Baltic Air Policing mission. Lithuanian ministerial representatives shared information on Lithuania’s intent to contribute to the European Union Battle Groups in 2013 and 2015.

On November 12 and 13 Vice Minister of National Defence Vytautas Umbrasas conducted a visit in Vienna, Austria, where he met with Chief of the General Staff of Austria Edmund Entacher, representatives of the Austrian Ministries of Defence and Foreign Affairs.

 

At the meeting Vice Minister V.Umbrasas presented defence priorities of Lithuania’s Presidency of the European Council in the second semester of 2013 and readiness of Lithuanian military to conduct standby in the second half of 2013 in the United Kingdom-led multilateral EU Battle Group. Representatives of both countries also addressed points of regional security, relevant points of the EU Common Security and Defence Policy – cooperation of the EU with its Eastern partners, military operations of the EU, capability generation process for the EU Battle Group, and other points.

On November 11 Vice Minister of National Defence Indrė Pociūtė-Levickienė attended a commemorative event of the Commonwealth of Nations in Vilnius. A holy mass was celebrated at the Evangelical Lutheran Church of Vilnius to pay tribute to the victims of World War I and World War II, violence and terrorism.

 

During the mass representatives of the Honour Guard Company of the Grand Duke Gediminas Headquarters Battalion of the Lithuanian Armed Forces laid a flower wreath in the honour of the victims.

Lithuania to host Baltic Chiefs of Defence meeting

On November 8 and 9 Baltic Chiefs of Defence, Lieutenant General Arvydas Pocius, Chief of Defence of Lithuania, Major General Raimonds Graube, Chief of Defence of Latvia, and Brigadier General Riho Terras, Chief of Defence of Estonia, will hold a meeting in Kernavė (Lithuania).

 

The meetings Baltic CHODs will focus on the relevant matters of the Baltic defence cooperation: contribution of the Baltic States to the operations of NATO and the European Union, joint military training events of Lithuania, Latvia and Estonia to be held in the Baltic States’ training areas in the future, completion of the NATO Air Policing mission in the Baltic States, and the points of developing the Baltic Defence College and officer training. The top-ranking military commanders will also address the trilateral Baltic projects underway: the Baltic Naval Squadron BALTRON and the Baltic Air Surveillance Network and Control System BALTNET.

Advisory and Support Group Regional Command-West to the International Security Assistance Force (ISAF) Commander has given high assessment to the Lithuanian-led Chaghcharan Provincial Reconstruction Team during a visit in the compound of the Lithuanian-led Chaghcharan PRT. Representatives of the Advisory and Support Group evaluated the activity of Lithuanian peacekeepers and operations completed in the province.

 

William Pendarvis, one of the group, visited sites of development cooperation projects with military and civilian personnel of PRT-15, observed patrols and operations, and conducted assessment of separate divisions and teams to obtain a comprehensive view and an appropriate judgement of the objectives set, tasks and means to implement them of the PRT-15.

On November 6 the International Concept Development & Experimentation (CD&E) Conference sponsored by the Headquarters Supreme Allied Commander Transformation and the United States Joint Staff and hosted by the Lithuanian Energy Security Centre kicked-off in Vilnius. The Conference elaborates on the keynote theme “Optimising Joint & Combined Forces for 2020 and Beyond”.

PRT-15 patrolled the southmost district in Ghor

On November 3 military personnel of the 15th rotation of the Lithuanian-led Chaghcharan Provincial Reconstruction Team conducted an air patrol to the centre of the district of Taywarah, the southmost area in the province of Ghor lying at a 140 km distance from the city of Chaghcharan.

 

The patrol was conducted as art of the efforts of extending the authority of the central government and security forces in the district, and also for the evaluation of the possibilities to complete development projects for the PRT and partners, of the security situation, and for meeting with local authorities and discussing the points of governance and development cooperation relevant to the district population.

Ministry of National Defence has prepared and published an analytical study “The World in 2030” presenting prognoses of the development of international environment in the following two decades, and an analysis of international trends from social, economic, political and military perspectives. The document also discusses the situations and circumstances that may interrupt the predicted development of events and significantly influence the international community and Lithuania.
