Vice Minister of National Defence V. Umbrasas attended EU Defence Ministers meeting in Brussels

On November 19 Vice Minister of National Defence Vytautas Umbrasas attended the European Union Defence Ministers meeting in Brussels, Belgium.

 

At the meeting Defence Ministers discussed military capability development, including progress made in the development of multilateral cooperation initiatives and relevant points of the formation of the EU Battle Groups. The European Council has adopted decisions regarding the points discussed.

16th shift of Chaghcharan Provincial Reconstruction Team deployed to Ghor

On November 15 a formal rotation ceremony took place in the compound of Chaghcharan Provincial Reconstruction Team (PRT) of Ghor province, Afghanistan. The 16th shift of the Lithuanian-led PRT took over the mission from PRT-15.

Commander of the Lithuanian Land Force Major General Almantas Leika conducting a visit in Afghanistan transferred the authority of PRT Military Contingent Commander from Col Artūras Radvilas to Col Linas Kubilius.

Lithuanian Armed Forces purchase military equipment from the Netherlands

This month the Lithuanian Armed Forces and the Ministry of Finance of the Netherlands have signed a contract on the transfer of surplus military vehicles, communications containers and airports service equipment from the reduced Royal Dutch Armed Forces. The equipment will be dispersed across the units of the Lithuanian Armed Forces to replace unviable, dates and economically loss-making equipment. The total value of the contract comes to approximately LTL 10m.

From October 21 through 26 combined field tactical exercise with live firing tasks of the units of the Lithuanian Land Force Hunter 2012 took place in the Pabradės Training Area. The training audience drilled defence operations using anti-tank equipment and weaponry available.

On October 24 Chief Adviser for Cyber Security of the Ministry of National Defence Vytautas Butrimas delivered an announcement via a video link at the 12th Industrial Control System Cyber Security Conference held by the Modelling, Analysis and Simulation Centre (VMASC) in Norfolk.

 

In his announcement “Cyber threats to critical infrastructure: a new security and defence policy challenge?” V. Butrimas reviewed the interaction between cyber-threats to a nation’s critical infrastructure and national defence priorities emphasizing the increasing relevance of international cooperation. V. Butrimas also present his proposals for future international cooperation where nations, institutions, and experts could work together to manage cyber-threats and thus contribute to reducing them.

Arms control inspectors of the Russian Federation will conduct a verification visit in the Mechanised Infantry Brigade

From October 23 to 25 inspectors of the Arms Control Agency of the Russian Federation will conduct a verification visit in the Mechanised Infantry Brigade “Iron Wolf” in Rukla (Jonava Distr.) under the Vienna Document 2011 of the Organisation for Security and Cooperation in Europe (OSCE).

 

The team of military experts of the Russian Federation will familiarise with the reform of the Lithuanian Armed Forces and structural changes. The evaluation visit will be headed by Colonel Aleksejus Slepych.

First PRT-15 peacekeepers return from Afghanistan

On October 22 the first troops of the 15th rotation of the Provincial Reconstruction Team of Ghor returned to Šiauliai Airport from the multinational mission in Afghanistan. They were welcomed by their families and representatives of the Lithuanian Grand Duchess Birutė Motorised Infantry Battalion. The rest of the PRT-15 military personnel will redeploy by the end of November.

 

The PRT-15 which has nearly completed its service in the International Security Assistance Force (ISAF) mission in Afghanistan was formed mainly by the Lithuanian Grand Duchess Birutė Motorised Infantry Battalion. It will be replaced by the PRT-16 manned by the 8th Territorial Unit of the Didžioji Kova Military District of the National Defence Volunteer Force (based in Vilnius).

Lithuanian military police officers have trained over 700 local policemen in Ghor

On October 18 troops and policemen of the Police Advisory Team (PAT) of the Lithuanian Armed Forces presented certificates of qualification to the instructors of the local Police Training Centre – six Afghan police non-commissioned officers and one officer - at the Afghan National Police (ANP) Headquarters of Ghor as a result of a nearly month-long evaluation period. The Police Advisory Team has trained more than 700 policemen since the beginning of operation in Ghor in autumn of 2010.

 

This was the last course the PAT has delivered to the ANP officers before the closure of its mission. During the two years in Afghanistan the PAT military and police personnel have also assisted the ANP in establishing a Police Training Centre, arranged qualification courses and training events for the provincial police, and provided consultations regarding their daily work. Lithuanian military also worked as mediators in the development of logistics and personnel-related projects, attended collective operations and joint patrols. At the Police Training Centre alone 11 Basic Patrol Courses, 3 Sergeant Courses have been held, airfield security specialists, bodyguards of the provincial Governor and other authorities have undergone training, several first medical aid training and refresher courses for the Provincial Response Company officers have been arranged.
