Chief of Defence of Lithuania on a formal visit in the U.S.A.

On October 16 Chief of Defence of Lithuania Lieutenant General Arvydas Pocius departed to the United States of America where his meetings with the NATO Supreme Allied Commander Transformation Jean-Paul Palomeros and Chairman of the Joint Chiefs of Staff Army General Martin E. Dempsey are scheduled in the format of a formal visit. Lithuanian Chief of Defence is also planned to meet with Major General Wesley E. Craig, Adjutant General of the Pennsylvania National Guard, Governor of Pennsylvania Tom Corbett, and other high-ranking NATO and U.S. defence authorities and officials.

 

In the meetings involvement of Lithuanian and U.S. military personnel in multinational operations, capability development and the perspectives of cooperation in combat training area will also be addressed.

Commander of Regional Command West paid a visit to Chaghcharan

On September 29 the new Commander of ISAF Regional Command West (RC-W) Brig Gen Dario Ranieri, the superior Command of the Lithuanian-led Chaghcharan Provincial Reconstruction Team, paid his first visit to Chaghcharan PRT-15 compound and the city of Chaghcharan.

 

The guest delegation escorted by Commander PRT-15 Col Artūras Radvilas, Head of the Lithuanian Special Mission in Afghanistan Gintaras Bagdonas, and Head of the PRT Civilian Element Jurgis Stanaitis met with Governor of Ghor Sayed Anwar Rahmati. RC-W Commander expressed his delight with close cooperation of the Lithuanian-led PRT and the Afghan National Security Forces which is essential in the context of the transfer of responsibility onto local forces. General promised to render support in every way possible in seeking security, fighting the main threats and taking challenges. A considerable focus was also placed on the project regarding HW2 road which connects Kabul with the largest city in the west of the country, Herat.

Pre-deployment training of the 17th and the last rotation of Lithuanian troops before deployment to Afghanistan, Ghor province, as Chaghcharan Provincial Reconstruction Team, is gradually gathering pace.

 

The rotation due to assume duty in Afghanistan next May will be the last of the military contingents Lithuania has been committing as PRTs. For that reason its personnel will have to accept distinct logistic challenges and complete the PRT's functions in the context of the mission closedown.

NATO Investment Committee approved funding for constructions of jet fuel storage facility

On September 25 NATO Investment Committee supported the allocation of funds for constructions of a jet fuel storage facility at the Lithuanian Air Force’s Air Base in Šiauliai. Approximately 24 million Litas have been budgeted for the implementation of the project from the NATO Security Investment Program.

 

“The project will hel improve the infrastructure of the Air Base of the Lithuanian Air Force, which the a NATO base as well, and enhance conditions for the Baltic Air Policing mission based there. We are very happy to receive approximately 24 million Litas for the constructions of jet fuel storage from the NATO Security Investment Program,” Minister of National Defence Rasa Juknevičienė said.

On September 27 Director of National Armaments Directorate of Italy Lt Gen d Claudio Debertolis paid a visit to the Ministry of National Defence. The high guest arrived to familiarise with the Ministry of National defence and the Armed Forces of Lithuania, to discuss the perspectives of actual projects of bilateral cooperation, to familiarise with the present armament programs, and the procurement projects underway.

 

The guest was received by Vice Minister of National Defence for Resources, Finance, Procurement and Infrastructure Mykolas Juozapavičius and Director General for Capabilities and Armaments of the Ministry of National Defence Col Valdas Šiaučiulis.

On September 26 and 27 Vice Minister of National Defence Vytautas Umbrasas attended the informal EU Defence Ministers meeting in Nicosia, Cyprus.

 

At the informal meeting relevant issues of the European Security and Defence Policy were addressed. Ministers discussed security situation and developments in the EU's southern neighbourhood - including Libya, Syria, Mali and the entire Sahel region. The majority of Ministers' addresses upheld the necessity for the EU to continue closely monitoring security situation in the region and to schedule a more intense EU's involvement in preparations for all the feasible scenarios.

Foreign Defence Attachés accredited to Lithuania conduct an autumn tour

On September 25–27 foreign Defence Attachés accredited to Lithuania will be conducting an autumn tour. During the tour foreign military diplomats assigned to Lithuania will pay a visit to Division General Stasys Raštikis Lithuanian Armed Forces School in Kaunas, Kaunas Garrison Officer Club, and Vytautas the Great War Museum. The tour program also includes visits to the Headquarters of the Lithuanian Navy in Klaipėda, and Air Base of the Lithuanian Air Force in Šiauliai.

 

Foreign Defence Attachés accredited to Lithuania conduct tours twice a year – in autumn and spring. During the tours the honourable delegates familiarise with current issues of the national defence system of Lithuania and visit units of the Lithuanian Armed Forces.

On September 23 Vice Minister of National Defence Mykolas Juozapavičius and Director of the Armament and Control Systems Department of the Ministry of National Defence Col Darius Adomaitis attended international conference “International Cooperation in the Development of Helicopter Operational Capabilities” in Ostrava, the Czech Republic.

 

At the conference in Ostrava representatives of the NATO and European Union’s defence ministries, armed forces and other institutions discussed the active initiatives and projects of the Nordic regional cooperation in the helicopter capability development area, as well as the measures of training helicopter pilots for missions in Croatia and the Czech Republic. Apart from that, the European Defence Agency's Helicopter Training Programme was presented at the conference.

Arms control inspectors of the Lithuanian Armed Forces will conduct a visit in a marine brigade of the Russian Federation

On September 26-28 arms control inspectors of the Arms Control Unit of the Lithuanian Armed Forces will conduct a verification visit in the Kaliningrad Oblast of the Russian Federation, the 336th Marine Brigade, on the basis of a bilateral agreement.

 

According to the Vienna Document, each member of the Organisation for Security and Cooperation in Europe (OSCE) has a right to verify if another OSCE member does not undertake illicit military activity requiring advance notification and does not maintain undeclared military capabilities.

On September 24 a farewell ceremony will be held for Defence Attaché of the Republic of Croatia in Lithuania Col Nediljko Bojić.

 

Vice Minister of National Defence Vytautas Umbrasas will bestow a medal of merit on the outgoing Defence Attaché of Croatia.
