April 30 –May 7, Vice Minister of National Defence Indrė Pociūtė – Levickienė with delegation will pay a visit to the United States. Member of the Seimas Saulius Pečeliūnas will also be in the delegation.

 

The visit is conducted with an intention to familiarise with the model of cooperation between the Pennsylvania National Guard and employers and legislation regulating the process with a prospect of applying the experience in Lithuania.

April 26, four fighters of the French Air Force „Mirage-2000“ landed in Šiauliai Air Base of the Lithuanian Air Force to replace the outgoing rotation of the Baltic Air Policing mission – German Air Contingent which guarded Baltic airspace since January with six F4 „Phantom“ aircraft.

April 26, combat training event was held at the base of the Lithuanian-led Provincial Reconstruction Team of Ghor Province for guards of Chaghcharan prison. Lithuanian military taught local policemen basics of riot suppression and combat actions with tonfa, (also tong fa or tuifa – a traditional Okinawan weapon made of wood. In modern times plastic or metal tonfas are used by police forces in many countries.) Policemen of Ghor were also taught using shield, hand-cuffs and other special means according to the Public Security Service’s special tactics.

 

Military element of PRT also assists in training members of Afghan National Army Company deployed in Ghor. They underwent weaponry and M16 firing exercise at the PRT base. Instructors of the exercise demonstrated techniques of firing a well-directed shot effectively and rapidly and minimizing the time of preparing to make a shot in different situations.

April 22, Lithuanian staff officer started service in the Headquarters of the EU military operation in support of humanitarian assistance operations EUFOR Libya in Rome (Italy).

 

The EU Foreign Affairs Council decided on the 1st of April 2011 on a European Union military operation ("EUFOR Libya" operation). Correspondingly to this decision one of non-permanent EU operational headquarters in Rome was activated, members of the EU had delegated personnel to the headquarters in advance. Personnel Lithuania sent a staff officer intended for the position in case the operational headquarters was activated.

April 20, a solemn deployment ceremony was held in Panevėžys for the military personnel of the 13th shift of Chaghcharan Provincial Reconstruction Team (PRT-13) and the 2nd rotation of the Police Operational Mentoring and Liaison Team (POMLT-2) before the multinational operation in Afghanistan.

 

„Lithuania has been a part of the mission from the very beginning, however, perhaps not the entire audience understand what exactly they do in Afghanistan. And the answer is – in the far off country they fight for security which is also ours. Many of us may have already forgotten that on September 11 of 2001 the United States, one of NATO members, were hit by a tragedy and it came from Afghanistan. All the NATO, and many non-NATO states are involved in this operation, and Lithuania is among them", said Minister of National Defence Rasa Juknevičienė during the deployment ceremony.

On April 20 the 13th shift of the Lithuanian-led Chaghcharan Provincial Reconstruction Team (PRT-13) and the 2nd shift of the Police Operational Mentoring and Liaison Team (POMLT-2) will be held in Panevėžys.

 

Minister of National Defence Rasa Juknevičienė, representatives of the Ministry of National Defence, Lithuanian Armed Forces, Panevėžys District, region and city families if the soldiers and other guests will attend the event.

On April 19 Minister of National Defence Rasa Juknevičienė met with Dr. Karl A. Lamers, President of the NATO Parliamentary Assembly, and Secretary General David Hobbs and discussed security situation in the region, processes going on in Lithuania’s vicinity, and situation in Belarus and Ukraine.

 

„There are quite a few challenges ahead of us, for example, terrorism, mass destruction weapons, energy security, piracy, cyber attacks, etc. We can face all these challenges only collectively with NATO“, said NATO PA President.

April 19, in a meeting with US Senators on visit in Lithuania Minister of National Defence Rasa Juknevičienė said she expected more US and NATO presence in our region.

 

Lithuanian Minister assured Senators Jeff Sessions, Jon Kyl, Mike Crapo and Ron Johnson that cooperation with the United States is a keystone Lithuania’s priority and the fundamental security guarantee to our country. In their turn Senators expressed multilateral support to Lithuania’s aspiration to continue and increase visibility and presence of the United States in the region through military exercise, extended NATO Air Policing mission and bilateral cooperation projects.

April 14, Minister of the Interior of Afghanistan Gen Bismillah Khan Mohammadi and Commander International Security Assistance Force (ISAF) Joint Command (US army) Lt Gen David M. Rodriguez paid a work visit to Chaghcharan, Ghor province. High-ranking guests arrived to familiarise with the activity of provincial security forces, present security situation in the region, to discuss further cooperation with ISAF units in the province, and nominate the new Chief of Police of Ghor.

 

In the beginning of the meeting Minister of the Interior of Afghanistan and Commander of the ISAF Joint Command paid a visit to the Governor’s office where a meeting was held with provincial leadership, religious authorities and chiefs, members of local community and provincial level commanders of Afghan National Security Forces in Ghor. The meeting was also attended by the Commander of the Military Element of Chaghcharan PRT Lt Col Remigijus Baltrėnas, Commander of the Police Operational Mentoring and Liaison Team (POMLT) Maj Petras Puleikis and representative of the European Union Police mission in Afghanistan (EUPOL) inspector Adam Kuna. In the meeting security situation in the province, major threats and challenges, cooperation between the community and police, reduction and prevention of criminal activities were reviewed.

April 13-15, in Nemenčinė final touches were put in the final planning conference of the exercise „Amber Hope 2011“ to take place in summer.

 

„Representatives of participating countries agreed over the final detail of planning documents, familiarised with location and infrastructure of the exercise and I can safely state that all the preparations for „Amber Hope“ have been completed“, said Lt Col Stasys Paldūnas in charge of the planning on Lithuania’s behalf after the conference at Gen Adolfas Ramanauskas Warfare Training Centre.
